The key element of these pieces = glass particles. The Schoeller-reflex extensive reflection fabric, by tech and performance textile manufacturer Schoeller Textiles of Switzerland, is used to create the FHOLD™ ATAK garments. When light strikes onto the fabric, millions of tiny glass beads reflect the light back ("retro reflection"). As a result, the entire piece of clothing flashes and illuminates an intense glow. This glow should not be confused with glow-in-the dark technology, which functions by a completely different mechanism.

The incident ray (I), the reflected ray (R), and the normal (N) to the surface lie in the same plane (Figure 1).
You could be seeing specular or diffuse reflection depending on the evenness of the surface.
Specular = Even
Diffuse = Uneven
So when light hits this outerwear, you light up, and what is seen is equivalent to shining a flashlight into a mirror. You'll definitely be noticed sporting these FHOLD™ ATAK pieces (Figure 2).
